I don't get it.. I have tried to add photos to the member photo and the properties of the pic are less than the quota - 107 pixels by 154 and the size is 20 KB.

BUT IT WON'T LET ME ADD THE DARN PICTURE What the heck...

But I can add the picture to my album.

Do you mean that you have tried to attach pictures to your post and it won't work? For some reason people have been having trouble doing that lately.
What you can do is copy the BB code from the pictures in your album (they are found right under your picture) and paste it into the thread you are trying to start. Hope that helps!
