I've never been a jogger but my pannus most certainly flapped when I went out walking. I wore shape garments before my plastic surgery. The Barely There ones are great! I found that they were light weight and they "breathed" so I didn't get too hot.

I wear Under Armour compression shorts for men. Do a search just for women's compression shorts and you should find something to fit. They fit snug and keep things from bouncing around, plus the slippery material keeps your thighs from rubbing together and starting fires.

Target also has "Assets". they are more for wearing under regular clothes, but Under Armor is SUPER stuff. I have been wearing it to keep me warm all winter, but they started out making the workout stuff. You can get them at any good sporting good store like Big 5 or Dicks...

I have a similar problem. Instead on my pannus (sp?) my tushie is jiggly/bouncy when I run. It feels really awkward. Any ideas about that?

Same as the above - they make compression garments for most body parts
