The way I understand it-whey has milk products-so, if you're lactose intolerant, then soy is the way to go. I use Body Fortress whey protein from Walmart-it tastes good, is cheaper, and has 20-22g protein per 110 cal. serving. I haven't had any problems with lactose intolerance.
