Medicare is a federally funded plan that you qualify for either because of age, or a disability and it has nothing to do with income levels. When you reach the 'golden age' it is automatic, or you have to apply because of disability.

Medi-Cal is California's version of Medicaid which is a state funded health plan that you typically qualify for because of income. I say typically because there are instances where disability comes into play for eligibility for Medi-Cal as well.
