I have not tried any sushi or sashimi yet. We lived in Okinawa Japan for about 3 years and I absolutely love sushi and sashimi. Here in Germany we don't have many choices for either. I know in Japan and I have seen some in the US as well they have sushi style rolls that are made from some kind of cabbage leaves. Very similar to a spring roll.
Since Sushi is technically the rice portion of the roll, the waiters may not understand what you mean. They probably would also not consider eating it without rice so probably think you are crazy. Ask them if you can have sashimi with cucumber cut up on the side. They may understand that better.
I have not tried to order it without rice in the states or in Japan so I am not sure how they would do that.
I now have my taste going for some sashimi so I may have to go out and find some.
